As occurred with the Mickey's 65th notes, the 25th Anniversary notes were produced in mass. This left a surplus of 1997 Anniversary notes as 1998 approached. Disney had to play the balancing act once again. The 1998 notes were printed in a limited quantity in an effort to allow demand to match the supply being circulated.
